Dholera Special Investment Region is a planned region in Ahmedabad district, roughly 100 km from Ahmedabad city, and part of the Delhi–Mumbai Industrial Corridor. The idea is to lay out manufacturing, logistics, housing and services together, instead of letting them grow unplanned. It covers about 920 square kilometres and 22 villages.
Who governs Dholera SIR?
The Dholera Special Investment Region Development Authority (DSIRDA), created under the Gujarat Special Investment Region Act, 2009, plans and manages the region. Dholera Industrial City Development Ltd (DICDL), a special purpose vehicle set up by the central and Gujarat governments in January 2016, was formed to develop it.
How land is organised: TP schemes
Village land inside the SIR is reorganised through Town Planning (TP) schemes. Six schemes were proposed to implement the Development Plan. A scheme turns scattered holdings into planned plots, roads and public facilities, and each plot gets a Final Plot number. The Activation Area is the first zone being serviced.
Key projects shaping the region (October 2026)
• Ahmedabad–Dholera Expressway: 109 km, open since 31 March 2026.
• Dholera International Airport: under construction; about 80% reported in mid-2026, operations targeted for late 2026.
• Tata Electronics semiconductor fab: under construction; commercial output not yet confirmed.
• Dholera SEZ: notified in April 2026 for semiconductor and electronics manufacturing.
• Sarkhej–Dholera semi high-speed rail: approved May 2026, completion planned by 2030–31.
Dholera SIR and Dholera Smart City: are they the same?
People use the names interchangeably. Dholera SIR is the legal and administrative region. Dholera Smart City describes the planned, technology-enabled city being built within it. When buying, the legal question is whether a plot is inside the SIR boundary or outside it.
What this means for plot buyers
Plots inside the SIR sit in numbered TP schemes and usually cost more than land in villages next to it. Common misunderstandings
• One price for all Dholera land. Rates vary widely by scheme, road and legal status.
• Every village near Dholera is inside the SIR. Some villages adjoin the boundary but lie outside it.
• Smart city means finished. Projects are at different stages, and some are not yet operating.
