Search for developers in Dholera and you will find directories, rankings and blog posts, many written by the developers or consultants they promote. Few explain how a ranking was made. A list cannot tell you whether a particular plot has a clean title, whether it sits inside the notified Dholera SIR or outside it, or whether the infrastructure in a brochure is operating today.
Dholera SIR is a planned region of about 920 sq km across 22 villages, developed under the Gujarat Special Investment Region Act, 2009 and administered by DSIRDA, with land organised into Town Planning (TP) schemes. It is not one uniform market. Two projects can both say “Dholera” and still differ in legal status, access and timeline. So the developer matters less as a brand name than as a source of documents you can check.
Who Is a “Developer” in Dholera?
Before you compare names, know which kind of party you are dealing with. Responsibility for title, permissions and delivery sits with different people in each case.
- Plotted-project developers: acquire land, obtain permissions, lay out plots and sell them.
- Consultants and channel partners: may sell on behalf of someone else. Ask who the landowner or promoter is.
- Public agencies: infrastructure in the region is led by a nodal agency, Dholera Industrial City Development Ltd (DICDL), which has also been reported to auction plots to private developers.
The 8-Point Developer Checklist
1. Exact location and legal boundary
Ask for the village, survey or block number, the TP scheme (if the land is inside the SIR) and a clear statement of whether the plot is inside or outside the notified SIR boundary. “Near Dholera” and “Dholera Smart City” are not addressed. Projects outside the boundary can be valid choices, but they should be described as outside it. Our comparison of residential plots outside the Dholera SIR boundary shows how this distinction should be made. A developer who blurs it is hard to trust on other points.
2. Title and land records
Request copies of the title documents and land records. Gujarat’s official AnyROR land-records portal lets you look up the 7/12 extract for a survey number. Then have an independent advocate, not only the developer’s lawyer, run a title search and check for encumbrances, pending litigation and co-ownership.
3. Land use, NA status and layout approval
A plot sold as residential must be legally usable for residential purposes. Ask for the NA (non-agricultural) permission and the sanctioned layout. For plots inside the SIR, also ask for the TP scheme and Final Plot details. If these terms are new to you, our guide to DSIRDA, TP schemes and NA conversion explains each one.
4. Plot Demarcation and On-Ground Verification
Before choosing a developer in Dholera, verify that the plot shown in the brochure matches the actual land on the ground. Ask for the approved layout, plot number, dimensions, boundaries and relevant survey details. During a site visit, check whether the plot can be identified clearly and whether its approach road matches the layout documents.
- Plot identification: Confirm the plot number, survey details and exact location.
- Physical boundaries: Check the dimensions and boundary markers against the available layout.
- Road access: Verify the approach road and whether it is currently accessible.
- Layout consistency: Ensure the plot shown on-site matches the documents provided by the developer.
- Independent verification: Have a property lawyer or qualified surveyor review any discrepancies before making a payment.
A transparent developer should be willing to explain the plot’s location and provide the documents needed for independent verification. Never rely only on a site map, brochure or verbal assurance when confirming the identity and boundaries of a property.
5. A Track Record You Can Inspect
Ask for completed projects you can visit. Look at whether promised roads, boundary markers and layouts exist on the ground, and speak to existing buyers who were not introduced by the developer. Ask how long the company has operated in the region. Treat testimonials as a starting point, not proof.
6. Transparent Paperwork and Costs
Before paying anything, ask for written booking terms, the payment schedule, a draft agreement and an itemised list of costs, including stamp duty, registration charges and any development or maintenance charges. Ask about refund and cancellation terms. The sale itself should be completed through registration at the sub-registrar’s office.
7. Honest Infrastructure Statements
Ask the developer to label every project mentioned as operational, under construction or proposed. In the most recent reports we reviewed, the Ahmedabad–Dholera Expressway had been inaugurated on 31 March 2026, while the Dholera International Airport and the Tata semiconductor plant were still under construction, with the airport targeting operations around September to October 2026. These statuses change, so check the latest official updates rather than relying on a brochure. Nearby infrastructure also does not by itself guarantee price growth.
8. No Guarantees and No Pressure
Be cautious with guaranteed returns, assured buy-backs, fixed appreciation figures or pressure to book “before prices rise.” No one can guarantee how land values will move, and a developer who does so is giving you a reason to look harder.
Questions to Ask on a Site Visit
- Can you show me the plot on the sanctioned layout and on the ground?
- Which survey number and TP scheme or village does this plot belong to?
- Is this project inside or outside the notified SIR boundary?
- Which documents can I take to my own advocate today?
- What is the status of this project, and what is the registration number?
- Which roads and utilities exist now, and which are promised?
- What are all the costs beyond the basic plot price?
A Simple Way to Compare Two Developers
Go through the eight points above for each developer and mark every point as one of three things:
- Shown: you have seen the document or the site.
- Promised: you have only been told.
- Missing: the developer could not or would not answer.
The developer with more “shown” and fewer “missing” answers is easier to verify, whatever the size of the brand. Keep your own notes and compare after you have visited at least two.
Inside the SIR vs Near the SIR: Different Questions
For land inside the SIR, the questions centre on TP scheme, Final Plot and the planned land use. For land outside the boundary, such as the residential schemes in Akru, Kasindra and Valinda, ask which local approvals apply, who the planning authority is, and what the road and access arrangements are. Neither location is automatically better. They are different, and a good developer will tell you which one applies and why.
How Omana Projects Applies the Same Test
Omana Projects offers residential, SCO and mixed-use Property in and around Ahmedabad, and you can see the current Omana Projects with their locations. We encourage buyers to hold us to the same checklist: ask for the location details, the documents and the status of every infrastructure claim, and have them verified independently before you decide.
FAQs
Who is the best developer in Dholera? No neutral, verified ranking exists. The best choice for you is the developer who can prove location, title, permissions, registration status where applicable and delivery history. Use the checklist above rather than any list.
Can I check land records online? Gujarat’s Any portal provides land-record extracts such as the 7/12. It is a useful first check but not a replacement for a title search by an advocate.
Should I buy only inside the Dholera SIR? Not necessarily. Plots inside and outside the boundary suit different budgets and plans. What matters is that the developer states the location accurately and documents it.
Do I need a lawyer to buy a plot in Dholera? We strongly suggest an independent advocate for the title search and agreement review. This guide is general information and not legal advice.
Are returns guaranteed in Dholera? No. Land values depend on many factors, and infrastructure plans can change. Treat any guarantee of returns as a warning sign.
Conclusion
Choosing a developer in Dholera is easier when you stop asking who is “top” and start asking who can prove what they say. Verify the location, the title, the land use, the registration status, the track record, the costs and the infrastructure claims, and keep a written record of the answers. A developer who welcomes those questions is usually one worth talking to.
